WebGL shader precision format test.
On success, you will see a series of "PASS" messages, followed by "TEST COMPLETE".
Tests that WebGLShaderPrecisionFormat class and getShaderPrecisionFormat work.
Test that getShaderPrecisionFormat returns a WebGLShaderPrecisionFormat object.
