Modify build commands to use new Perl version of the
auto-version script.

* WebKit.vcxproj/Interfaces/InterfacesPreBuild.cmd:

WebKitLibraries: 
Translate the auto-version.sh bash script into an equivalent
Perl script.

* win/tools/scripts/auto-version.pl: Added.
* win/tools/scripts/auto-version.sh: Removed.
